Is this some new thing?

This is a common method of shooting a carbine nowadays. For the run and gun stuff or multiple close targets fast, it offers benefits over traditional ways of holding a rifle that were developed with longer range engagements in mind.
 
You hold a rifle far away like that and it makes it easier to swing and stop precisely. I'm lanky so I'm comfortable out there. Some people like to make themselves compact. That's fine too.
