Is Mace (phenylchloromethylketone) legal in MA?

Is Mace spray (phenylchloromethylketone) legal to carry with a LTC-A? I found a new spray cannister in a box lot I got at an auction. It says "118-C Non-Lethal Chamical Weapon" "Laboratory approved for Police Use". It contains .9% phenylchloromethylketone ("a highly refined tear gas"). My wife has a LTC-A. Can she carry this in her purse?

My first step would be to go outside, face away from the wind, and try a couple squirts to see if it's good in the first place. It might be so old, it's lost compression.

Bought a box lot of good tools (craftsman, etc) for $30. It was in the bottom of the tool box with a receipt for $6.25. It does work. It was New in Box.

It is, but frankly I wouldn't trust my life to junk you got at an auction. Most folks have moved on to stuff like OC, or OC/CS mixes.

Does it have an expiration date on the can? Regardless, I'd be uncomfortable if my wife carried a defensive spray that was just found in a box from an auction. A brand new off the shelf comes pretty cheap.
