Technically, you're right, but practical reality and enforcement is CCW, regardless of the statute. It's getting better, but not there yet from the view of many LEOs. Yes, they are wrong, but many LEOs in CT don't know the law.
As for experience and training, I have plenty, and have been shooting for over 30 years, my .22 pistol has plenty of lead through it already, as does my .40 and 9mm. My permit lapsed 10 years ago, and I never got around to recertifying and applying again until recently, due to multiple reasons (wife), but she wants to learn to shoot now, as do my children.
Training will continue in earnest now, and range time and more classes are in my future. My shooting over the last 10 years has been on my brother's property, with his pistols and my long guns.
Not sure if you were being snide or simply hazing, but assuming I am new to firearms simply due to my recent membership here is interesting.
