Form FA-10 question

If a MA resident purchases a long gun in NH from a FFL is it legit to check the registration box on the FA-10 form and only fill in the purchaser info? What if he purchases a long gun in MA from a MA resident in a FTF transaction?
I apologise if this has been asked (and answered) before.

IIRC - If you get it from an FFL in NH you only have to fill it out as a 'registration'.

FTF, you would need to do the 'transfer'
