Florida non-resident renewal. Why fingerprints?

Just received the renewal package for my Florida Non-Resident, LTC. Aside from forms, and pictures, they also want fingerprints.

Why?

They took my prints when I applied for the license, and last time I checked, prints don't age, mature, or change. Why do I have to go through the hassle of running down to my local PD, pay the local fee, pay Florida's fee, to jump through this hoop?
 
They do not keep the fingerprint card for NRs, so to run you thru III and other databases, they demand a new set of prints each time. They do keep the fingerprint cards for residents of FL however.
 
Hopefully it's gotten easier to get printed again. My previous FL CWP expired in late 2020. I couldn't find any PD anywhere local to print me in eastern MA or southern NH. I ended up doing the renewal on a trip to FL like 1.5 years after it expired.
