C.140 §128A now requires you to use the web portal for all sales and transfers:
"Any sale or transfer conducted pursuant to this section shall comply with section 131E and shall, prior to or at the point of sale, be conducted over a real time web portal developed by the department of criminal justice information services."

The state is non-compliant.From mass.gov:
"The Massachusetts Gun Transaction Portal replaces the E-FA-10 application. All firearms licensees and gun owners are required by law to report ALL private sales, transfers, and surrenders of firearms to the Massachusetts Firearms Records Bureau via the Gun Portal. Paper FA-10 forms will no longer be accepted for these transaction types!"
(I just received some paper FA10s from the state, this week.)
And I have no doubt they'll process them if you send them in. However, that doesn't mean you are protected by the letter of the law if you do.

You are in possession of pre-ban paper FA-10 forms. Careful who you let know you have them.
That's why my communications with state agencies are conducted via .gov email.

Paper is still sufficient.
It wouldn't surprise me if they still take paper (serialized, carboned FA-10s) in some circumstances.
I wonder if they allowed dealers to go back to paper temporarily when the system exploded on the day of the AGs verdict. (IIRC the MIRCS portal was down for a few hours).
