Read the yellow book the ATF sent you. Some states you cannot send it to a C&R it has to be
a FFL dealer.

Yes, providing the buyer also possesses a C&R FFL (otherwise it would have to go thru an FFL in the buyer's state) AND that such sale would be legal in the buyer's state (e.g. CA forbids it, must go thru a CA FFL for handguns even if C&R).
