It's a 7 mile long dirt road with trails running off of it all over the place. Some leading to the pemi river, some leading to just a clearing where the old school house or train station or a house was.
You can get a camping permit by calling the Franklin ranger station. Shooting, camping, hiking, bike and horse riding etc are legal there.
Make sure your 500 ft from the dirt road, have a proper back stop and dont bother anyone and no one will bother you.
