C&R form question

I ordered a packet through ATF and it arrived today. They sent me a stack of paper work but noticed the form # ATF form[form 7] 5310.12 Application for license [FFL]. Dont I need form 7 5310.16 for a C&R, or is this the same one? I apologise if this has been asked before

No, it's not. I believe there is a newer revision, plus the actual form has more than one copy (one for ATF and one for local CLEO). You can't actually download an official copy of the form, you have to request it via snail mail.
