Bolting down a safe

What's the concern with a safe being directly on the concrete?

potential water damage via flood/broken pipe etc...

With the "right" tools. Winch, jack, rods, tow truck, gravity etc.... And to clarify about these tools, I'm talking about stealing it. If you actually want to move it "properly" you would probably need a powered hand truck.
