I'm under the impression that the federal terrorist watchlist isn't generally available to local law enforcement - it's classified as Top Secret, I believe. And there members of law enforcement on that list. Add to that the fact that the process for adding people to the list is classified and that there's no procedure for appealing and having one's name removed, and we've great a stellar due process law suit waiting to happen.
