Anyone else ever have issues with the State over their state cert?

I was unfortunate enough to get caught in a shipping snafu along with the world having gone full retard when I took my NRA Instructor classes in January, so my NRA tags didn't arrive for 15 weeks. Now the state sat on my paperwork for 3 weeks and sent it back to me with my payment requesting more info. Am I all alone or is this typical behavior in the People's Republic?

I didnt have any issues. Filled out the state form sent in with a copy of my creds and a check. Bout 2.5 weeks later got my state certs.

My NRA credentials took a while as well. Had a minor issue with the state form because I applied without the cert paperwork. However, a phone call and a fax of the cert later was all they needed to fix it.

This may seem like a dumb question, but I was only able to find one copy of the application on line and that's a scan by KMaurer. No links at the MSP site that I can find.
