If I truly believed some random guy was walking around next to a school with a rifle (or anywhere in the city) I would certainly call the police. I don't think she was wrong, I think arresting a dude for target practice in the woods is the problem here. Tell him it's not allowed and to find a better place if those are the rules.

She was wrong to call. Why call police just because you think you see a gun? Sheesh.
