First, this does not involve the Federal government at all; it is wholly a state issue.

Second, there is no "theft" of power by the state from the towns. There is nothing new about c. 40B or the period a permit is valid for. Each is a function of STATE law.

Lose the hyperbole and get a clue.

The only thing is 40B is a failure. It has been used by many developers to ramrod developments. Little enforcement of the 40B provisions has occurred.
