It sounded like an undercover operation gone wrong.
With ATF's track record of screw ups, it probably wasn't a good idea.
They have allowed the gangs there to get so organized and entrenched that they probably have better intel than the ATF does.

That's the cool thing about Chicago.

The place is such a dumpster fire that there could be a legit school shooting there, complete with a 14 yo vanilla white boy stealing an illegal full auto shotgun from his dad, killing 500 students and 100 teachers (sparing only the lady English teacher that made a man of him) and we'd never hear about it in the mainstream media.
