It is, but it's the average of the highest three years. Not necessarily consecutive either.

One percent for every year of service, to a maximum of thirty years. At $60,000 a year, after thirty years, you only get $18,000 a year...not THAT great!

You DO receive Social Security payments as well with FERS.
