Two questions about state forrests...

I have two questions concerning firearms in state forrests (or any public wilderness lands for that matter).

A) Is it legal to carry a low capacity shotgun for protection against bears?

B) Is is legal to informally target shoot or "plink" on any public lands, as it is in many other states?
 
From the Prohibited Section of the Mass Wildlife rules:

Shotgun Ammunition: Except during the prescribed open season when deer may be hunted lawfully with a shotgun, a person shall not have in his possesion a shotgun shell loaded with a rifled slug, single ball, buckshot of any size, ... except on a skeet, trap or target range.

Not sure about State forests, but the Wildlife Management area regs say that you need the written permission of the director or his designee to target shoot on one of the properties
