So buying a new stripped lower from an FFA still requires the EFA10 registration? Sheesh.

‘I’m still curious to know how brand new lowers are still being sold after that 2016 Healey ban… have a hard time finding clarity online.

Only when a lower is connected to an upper is when it requires registration..I mean umm affirmation or perhaps notification.
