First: If I as a MA resident want to sell a gun to someone in NH, can I just drive to a NH dealer, and do an FFL transfer to him in the shop? It seems silly to have to *ship* to a dealer I can drive to. Presumably the FFL can accept the gun from me personally, enter it into his book, and then transfer it to the NH resident, right? Like an FFL transfer in-state, but we go to the buyer's state to do it.
Second: If I want to buy a gun from an out of state person, can it happen at a MA FFL without shipment? I imagine that if the seller has a non-resident LTC he could simply drive to a MA FFL and then do a regular transfer. Or, if he doesn't have an LTC, the two of us could drive to a MA FFL ('cuz it would be transported under my direct control as a MA licensed person) and then the FFL could do the transfer.
