Reciprocity for Non-Res PA Permit?

I know Maine has reciprocity with Pennsylvania but does that agreement only apply to PA resident permits or does it extend to PA non-resident permits as well?

Same is true for NH, only PA resident s honored, but PA recognizes NH non-res license.
