Yup, Mike-Mike is right. You must use a FFL to lawfully effect the transfer. Just make sure you, as the licensed individual, transports the firearm.

Ooh, just thought of something - is the Beretta Tomcat approved for sale in MA? If not, your friend might need proof the gun was in MA before '98 before a dealer with transfer it.

But you don't need to do that if the license is valid, right Mike? I think I heard you can do up to 4 transfers per year without an FFL, is this correct?

Tomcat is definitely not legal in MA. I searched high and low, but nobody had the pre-ban ones in MA before it went into effect. Four Seasons finally said give up, because if one is found they are VERY expensive. To the OP, something to think about when it comes to price.

You can sell up to 4 firearms per year FTF.

You can buy as many as you'd like (or can afford).
