Private Transfer Question

We get three private transfers per calendar year. Does registering a stripped AR lower that was built into a rifle count as a transfer?

Registration of a lower doesn't count
So that would mean, if you buy a lower, which is not a firearm under MA law and does not need to be registered, then build it into a firearm the next week and register it. It basically doesn't count right?"
 
So… selling a stripped lower to a friend. Never been registered because never been built. Not a transfer?

Correct. It won't count unless you registered it as a firearm then sold it in a private FTF sale.
 
There is no option for lower/other when conducting a private transaction. Not considered a firearm by the state. Prudent to do over a bill of sale of sorts and make sure the buyer has an LTC (although not required, still a good idea). Spread the lower love while everyone is still in the mood, if you know what I mean and I think you do.

Registrations / purchases / transfers to you have no limit. You can build 100 guns off frames and register them if you wanted. You can only transfer 4 firearms out though via FA10.
