Off shore laws

Does anyone know where I can access offshore laws. Specifically within 3 miles and out side 3 miles of Mass, NH and Maine.

The 3 mile limit has been replaced, for the most part, with the 12 mile limit, with the exception of marine sanitation laws (vessel sewage disposal), some garbage and trash disposal, some fishing regulations, and some state regulations. The USCG website has more info. Check the states boating regs as well.
