Non-Resident CCW permit for RI

Hi everybody, new here, first post.

I've read all the threads about non-resident permits for RI. I'm a traveling salesman (own business) who frequently travels throughout New England. My business is located in NYC, but I reside in NJ (great combo). I have the FL CCW permit as well as the ones issued by CT, NH, and ME.

I would really like to get the RI CCW (and eventually the MA one) but need some more input. It appears that the AG considers the permit 'may issue' and is very discretionary. The locals police chiefs are 'shall issue', but only deal with resident issues. As for need, I could produce a letter on my letterhead attesting that cash receipts are picked up by me during visits. Do you think this constitutes 'need'? What else would you suggest for me to secure the RI CCW permit?

BTW, I don't have a CCW permit from my home state of NJ as it doesn't really issue. However, I do have a NYC business premise pistol permit.
