Non AG approved firearm purchase from a dealer

Who bears the responsibility if a firearm is purchased from dealer that is on the approved roster but has not passed the AG consumer protections regs? Thanks in advance.

ONLY the dealer!

The FFL holder (gun shop) is responsible. Try doing a search. This has been covered a few times.
