From the VT application:



Permits will be issued to applicants by a lottery. Ninety percent of the final approved total number of permits allowed will be awardedto Vermont residents and the remaining 10 percent (per WMU) will go to nonresidents. ONLY SUCCESSFUL APPLICANTS will be notified on or after July 10, 2009. A list of successful applicants will also be posted on our website at www.vtfishandwildlife.com. Each successful applicant will be mailed a Moose Hunter’s Guidebook, Permit Form, and instructions for purchasing their permit. Every successful applicant must possess a 2009 Vermont hunting license to be eligible to purchase a 2009 moose permit. A list of successful applicants will be provided to the office of child support.
 
Probably like MA, state checks to see that no back child support is owed and refuses to issue any licenses to those that owe back support.

Just an educated guess.

I am assuming that too. They don't bother in MA because the fathers can't afford to hunt anymore if they are paying child support. 33% of take home seems pretty reasonable. [thinking]

You are assuming the friendly MA court system didn't tag him with a 208 or 209 order in the process of bankrupting him.

This is why it is so important for Lautenberg to be overturned!
