As of October 2013, here is the flow chart of how the MA firearms license application process works (supplied by FRB).

Latest info from Director of FRB:

The flow chart above is slightly outdated but has never been updated. She assures me that the flow of the process is still the same.
  • Licenses are activated by FRB, printed and Mailed to PD.
  • Licensing officer clicks a button on MIRCS to "issue" and make the license active.
  • So the term "activated" by FRB means that they have reviewed everything and it is ready to be printed.

I realize that the semantics can be confusing.
