Glad they had something but that top "lift up" door is a real turn off to me. I'd put a hydraulic jack and some cribbing in there.
 
This. Years ago there were similar situations where it took days to get out of an ug shelter. Debris had covered the door
The very first and foremost design consideration and feature of any storm shelter is INWARD OPENING DOORS, PREFERRABLY TWO OF THEM.

Inward opening doors can be barred sufficiently to prevent being blown open yet allow opening and ability to clear any obstruction that might happen.
 
Funny I'm just seeing this thread. I'm looking at houses in Oklahoma and most of the new homes have a hatch in the garage. You'd have to pull your car out to open it which is weird. "Hold on honey, let me pull the car out quick before the tornado comes!"

Most homes don't have basements due to high water tables down there. If I bought a house in OK and it didn't have a shelter I would get one installed.
