If it was an officially sanctioned "uniform shirt" by his department.
Knowing his history, that was very unlikely! It was probably a police assn created shirt, not an official "uniform".
BTW: His reference to "this is illegal for civilians" probably was due to the fact that he was a CA LEO at the time and most guns seemed to be illegal there!
