C&R purchase from an out of state non C&R holder?

I've got a chance to purchase a C&R eligible rifle from a non C&R holder that lives out of state.
I could have sworn I remember reading that as long as I have a driver's license copy and info from the seller (name, address, etc.) that I can buy it and log it in my book and a purchase.
The seller claims he can ship it to me with his info but it just doesn't sound right.

IANAL but If you were selling a regular gun to an out of stater you would ship it to their FFL. In this case you are the FFL (just a different class of license) and he is the regular guy shipping a gun you are licensed to recieve to you.

You're an FFL and can receive interstate shipments/transfers of eligible firearms.
