I, (the seller) should be the only one who chooses to whom I will or won't sell a gun to.
Imagine if I was restricted from selling other privately owned property.
"Sorry Joe. I can't sell you my chevy, cause you had that DUI 2 years ago..."
"I'd love to sell you my still-in-original-packaging Ginsu Steak Knife set Laurie, but isn't your daughter being treated for depression?..."

Which, in Massachusetts, might "kill two birds with one stone" for the .gov if the DUI is charged as a felony.

No, it's not, actually. There are a shitload of regulations around that fertilizer (now, but not back then) and the explosives they used to initiate the bomb were stolen from a mining company... so so much for "background checks". Not the best example because there's a hodgepodge of shit around it.
