NOW they tell me when I tried to buy last night, there's a 4 business day wait from either the day the license was issued by the city, or a 4 business day wait for the purchase of my first gun?? The guy at the gun shop wasn't too clear about which.

That sounds to me like: "Please buy your guns from another shop". Last year I bought 2 guns less than an hour after receiving my license, including the 28 minutes it took me to drive there.

The other option is your PD forgot to activate your license - which happens - and he didn't explain it correctly. A call to your PD should clear that up.
