Newton, like Brookline, has perverted the "discretion to ISSUE" power into a "discretion to impose whatever requirements we want in the name of 'public safety'" abuse of power.
It requires a "practical" test in blatant violation of the safety course statute.
It requires it even for RENEWALS.
It requires people moving in from other towns/cities to have a letter from the chief of the town they moved from (Hey - if there were a problem, do you think the people would still HAVE a license???).
It requires "letters of recommendation" where only 2 references are required.
And that's just off the top of my head, after speaking with Newton's licensing czar, Lt. Aucoin.
