Which dealer for transfer from out of state private party?

Looking at purchasing a MA compliant handgun from somebody out of state. The guy says he has no FFL on his end to use.Most FFL's I know insist on accepting handguns from other FFL dealers only. ( Not complaining, just stating their position) Are their any in SE MA that will accept an inbound transfer shipped from a private party?

Q: May a nonlicensee ship a firearm by common or contract carrier?

A nonlicensee may ship a firearm by a common or contract carrier to a resident of his or her own State or to a licensee in any State. A common or contract carrier must be used to ship a handgun. In addition, Federal law requires that the carrier be notified that the shipment contains a firearm and prohibits common or contract carriers from requiring or causing any label to be placed on any package indicating that it contains a firearm.

FFLs in MA are very picky because of the AG

ask around, especially if you have an ffl you do a lot of business with. your right, they don't like to do it.
 
If someone can refer me to a reputable dealer for the same situation. There is a local guy, but would rather not deal with him. FFL dealer is in Maine. He's OK on his end. Anyone know approximate cost of shipping and "normal" transfer fee ($25?)?
