What really happened in the CT Legislature last night?

There were two news stories this morning that noted something getting attached to a budget bill that was passed last night....but I can't seem to find anything on the Legislature's page on what was passed yesterday.

On the list:
One Characteristic (pistol grip being the obvious one) to get on the banned list
No possession of magazines over 10 rounds
No semi-auto shotguns with a capacity over 5 rounds (bye bye Rem 1187)
Requirement of license to purchase ammunition
No out of state ammo shipments (mail order) into CT
50% tax on all ammo
No magazines extending beyond bottom of grip.

And the big one imho...required registration with state law enforcement officials - and the biennial registration renewal - of all firearms by model and serial number.

I cant find anthing but I think the shit is about to hit the fan in CT. If any of this is true then a lot of people are going to become criminals.

I apologize in advance for asking a logical question but here goes. Can any of those lawmakers tell me how any of that would have prevented the Sandy Hook tragedy?

It is not a tax. It is untapped revenue in the form of a registration fee. The question is what will they spend it on? I seriously doubt better mental health programs.

I for one am a huge proponent of the fly over road in CT that runs from NY to MA without having to set foot in Hartford or New Haven. Too much damn traffic in CT.
 
Other than poll taxes, there are few taxes the federal courts have not found to be within the power of the legislature to do. I know nothing of CT constitutional law, but I suspect the CT legislature has the general power to tax.

I am sure the gang bangers in CT will be prompt in paying that tax

I doubt any of this has become law already; for starters, if it was, it would be all over the news and firearms forums by now.

Two... there really hasn't been enough time in between the shootings, and the Legislators being able to draft a bill containing all those provisions.

Three... even the way the article is written suggests that these changes are something in the works to be introduced at a later date.
 
This stuff is going to be proposed in the upcoming session..it has not passed..it has not been formerly written..it has not had a public hearing..it has not been heard in Committee......written as is it could not pass the State House...prob could not even pass the State Senate....there are numerous constitutional issues with this bill

Which begs the question... how do they plan on putting into effect and enforcing this "Prohibit the sale and possession of any rifle, shotgun or pistol magazine with a capacity of more than 10 rounds"?
