What is the minimum age for the restricted FID?

My daughter will be 15 in June and she jogs, goes to the movies, hangs out with friends, etc. I want her to be able to protect herself. What is the minimum age for a restricted FID for mace?

FID card is OK at age 15. We've submitted an application for my son who is 16 and should be hearing soon.
