Water rights, Mineral rights, and Timber rights

Where in the US do citizens still have the freedom to buy land that grant them the water, mineral, and timber rights? Timber rights may not be such an issue. Mineral rights a bit more rare in our area but there was that Boston Red Sox player out West with the Goshen stone lot. Water rights are probably the most protected in our area. I would guess not may exist nationwide in this current age due to federal ,state, and local government control. Of course, even if those rights exist they could easily be curtailed by new laws and regulations. Anyone out there have control over their own land in such a way?

Sometimes it might make sense to park yourself adjacent to large swaths of public land and utilize that land as you see fit without running afoul of the law. If everything goes south you now have lots of land to use right next to you anyways.
