They are saying a Zoobow is also known as klackers or kung fu sticks. Kung fu sticks are just two sticks like a bow staff. Remember Napoleon Dynamite?

Knowing this state, I think so. Some legislator was probably compiling a list of anything bad that anyone could think of, someone said "Zubo", and it got spelled phonetically.
