If I grok what I've read here...a MA LTC holder travelling to Vermont via New Hampshire can bring it unloaded through NH and into VT. NH wants it unloaded, VT has no restrictions?

In NH and in a car unloaded, yes. Outside the car without a non res permit you can carry openly.

In Vermont any individual licensed in their home state (if so required) is GTG.

There is no "conditional" for this, IIRC.... any individual, licensed or otherwise, is fine in terms of carrying a loaded handgun in VT. What you suggest makes sense from a FOPA perspective, but FOPA is basically meaningless in VT because the state already gives you the right to possess and carry by default.
