transporting Elk Skull?

lets say I was in southern Colorado and had a nice 5 point elk skull I wanted to bring back to MA. It will be strapped to the top of the car for all to see. Is this allowed considering CWD? When I got home I would boil it, strip the flesh, and prepare it with enzyme bleach.

If not, how do I have to prepare the skull for transit....such as bone sawing off most of the skull leaving the rack attached.

Looks like Washington State will allow transport of complete skulls only if all soft tissue has already been removed:

for MA it looks like you need to clean it before importation...

It is legal to import deer meat that is de-boned, cleaned skull caps, hides without the head, or a fixed taxidermy mount. No live deer, of any species, may be brought into Massachusetts for any purpose. http://www.eregulations.com/massachusetts/huntingandfishing/hunting-prohibitions/

"Prions" = nervous system tissue, including the brain. This sounds almost like Mad Cow, for large game critters.
As long as it is cleaned before being transported it should be OK.
If the OP is on a guided hunt, ask for a local taxidermist to treat (completely or partially) and ship it?

Pith the brain, blast the brain cavity with pressurized water, rinse and repeat....

Alright, so here is what I did:
1) take a sawzall and cut out the skull plate:

2) skin what is left, pull out as much brain as u can (use gloves if u are in a CWD area!)
3) put in a pot of water and boil/simmer for 3 hours
4) pick off the bits of flesh, membrane,nerves that are left
5) put in a small pot with hydrogen peroxide, leave it there over night
