Transfering Handguns??

Hello, I would like to give my new Brother in Law a new glock for a "welcoming into the family" gift. I would like to have a Glock transfered to his local FFL from anywhere i find one on gunbroker or other out of state gun shop. Is this legal in New York???, he does not live in NYC.

Does he already have a NYS Pistol permit?

If so, it should not be a problem. Make sure whatever gun you send him, does not have a magazine that holds more than 10. Or he will have to purchase a different one.
