i was also told from another FFL in MA, that there was a sales tax charge on top of a 25 transfer fee

No. It's the buyer's problem to report sales tax on out of state purchases as far as I know.

The reality is the guys charging sales tax are jamming that shit right into their pocket. They just don't want to go on the record as charging like $50-75 or more for a transfer. (as ****ed up as it sounds, people will actually fall for the sales tax ruse, but they would bristle at a $75 transfer fee. This is probably why they do that shit. )
