threaded rifle barrel legal?

If there is just a cap over the threads, but no flash hider or anything else attached, is that MA compliant, or would the threads have to be removed or the cap pinned? This would be a replacement barrel for an otherwise compliant AR style rifle.

If you weld/pin the cap on and make the threads unusable, then it
should be legal. I see MA compliant AKs that come in like this all
the time.

If the barrel is threaded to accept a flash hider and it is not pre-ban then it is illegal- For example 14mm and 24mm- both are illegal in mass without a perm attached muzzle brake (a welded spot will suffice as this is what the government did during the AWB to comply). The reason being is that there are well known flash hiders that fit those threads.
 
If someone I know removed the grenade launcher from a Yugo SKS and screwed on a muzzle brake with locktite is that legal?
