That's also about the legal price for a used PNG permit. They are like taxi medallions in PNG - you need to find someone to give up theirs to open up a slot for you to get one. A friend of mine claims he got something like $50K from a Chinese business man a decade+ ago. I would have labeled it BS, but he sent me a pretty impressive scan of the permit before he gave it up.

The person I referred to is a civil engineer based out of Australia, and he tells me PNG still has highwaymen - and I'm not talking about construction crews.
