Domestic terrorists prefer attacking “unarmed crowds” and other “soft targets” who don’t pose a threat of fighting back, according to the Texas Dept. of Public Safety.

In its Texas Domestic Terrorism Threat Assessment report recently released to state law enforcement, the Texas DPS says “many domestic terrorism actors intentionally attack soft target locations, threatening the public’s sense of wellbeing and security.”
