A sign outside the Emanuel home also informs trespassers that the mayor has Secret Service protection. It appears that Emanuel, a former Obama White House chief of staff, still has this sign up outside of his house, according to a screenshot (Note: mayors don’t get Secret Service):
Would you trust the Chicago PD ???
Seriously though, the sign is BS because it literally takes an act of congress for someone other than current and former elected members of the executive branch (Prez, VP, and their families) to get SS protection.
Ted Kennedy was one of the rare exceptions to receive SS protection as a senator, he argued that he was a special "target" because two of his brothers were assassinated.
In general, permanent protectees, such as the president and first lady, have details of special agents permanently assigned to them. Temporary protectees, such as candidates and foreign dignitaries, are staffed with special agents on temporary assignment from Secret Service field offices. All current former presidents are entitled to lifetime Secret Service protection.

...the Secret Service is authorized by law (18 United States Code § 3056) to protect:
Major presidential and vice presidential candidates and their spouses within 120 days of a general presidential election. As defined in statute, the term "major presidential and vice presidential candidates" means those individuals identified as such by the Secretary of Homeland Security after consultation with an advisory committee.
