Still can't post avatar picture.

I still cannot post an avatar picture. I've tried uploading it, and also link to photobucket. I've uploaded a picture that is a large size, and one that's been resized down. Can anyone enlighten me as to why it's not working? I'm sure I've missed something somewhere.
