The problem with a private citizen buying up stock-piles of ammunition with the intent on reselling it is, that is, by definition, a business. The person should be: Charging Sales Tax, Paying Business Profit Tax, reporting the income. If they are doing it out of their home, their home is likely not zoned (and there for taxed) as a business property.
Avoiding those expenses and restrictions provides them with an illegal and unfair business advantage.
Also, the person is likely not waiting all week at Walmart, they likely know exactly when the Walmart delivery truck arrives and then proceed to buy-up all of the available stock they can as soon as it arrives, specifically creating a supply problem to drive up the price. That is also, specifically illegal.
Let's just cut to the chase then and close ebay and craigslist, or dictate that "nobody sells without government paper"- otherwise the temptation for anyone to profit is simply "too great" for mere mortals to handle on their own.
If anyone is left after that, then offenders shall be rounded up and shot. Flea markets will be set ablaze by government commerce brownshirts. Can't have this unfettered, unregulated selling going on.
After all, business without government paper is BAD business. Boy Scouts raising money for charity? Church bake sales? NEIN! you must only profit with the permission of the state!!!!!!!!!!!!
......and to sell a GUN without permission- we have a special group for that offense, known as BATFE. They'll come into your house, stomp your pets to death, and then indict you on a myriad of felonies because you made $100 on a mixmaster german luger you decided to sell to a guy that lives down
the street.
