If I were to sell an off roster handgun to someone out of state, and cannot find an FFL in MA that will do the transfer, because the gun is not on the roster, can I do it through a NH FFL? Or should a MA FFL be able to transfer out of state?

is the question about having an FFL ship the firearm out of state? or doing an in-person transfer at an out-of-state FFL

Some FFLs will accept a shipment from a non-licensee and some will not.
I bet some FFLs will accept a walk-in and some will not.

Whether or not the seller is a resident.
Whether or not the seller is locally licensed.

OP should continue phoning around to get an FFL commitment
before setting the schedule to meet the buyer.
(Maybe the buyer has a preferred FFL).

If he is transferring in NH it would have to be to a NH resident right? If so why is the roster even in play? I only ask because he never states where he is from or where the buyer is from.

You'd only need to involve a MA FFL if the tables were turned - NH seller and a MA buyer.

Just bring it to a NH FFL.
