He is the lawful owner, and in most of the country that is legal storage. Trigger locks would be the easiest and cheapest solution, but if he is unwilling to do that, at least keep the ammo secured. If he wont even do that, then maybe the wife needs to not leave the kids unattended. Maybe a lock on the bedroom door. If he wants to take the chance on the unlicensed possession and storage violations, well then he is an idiot. If she doesn't bring the law into this, he will likely die of old age and never have a problem with this.

I think they need to find a friend with LTC and a big safe so they can keep them there for a few months until he gets his license.

Again, it shouldn't be assumed that he is able to get a license, which may be the reason why he has not pursued one.
